In order to strengthen friendly relations and extend economic cooperation between Japan and Moldova, as well as after several study visits to our country establishing that agricultural producers in different agricultural branches are insufficiently supplied with agricultural machinery, the Land of the Rising Sun initiated cooperation relations with the Republic of Moldova.

(jpg, 27.5 KB) On August 30, 2000, the Governments of Japan and of the Republic of Moldova signed the first Exchange Note, by which the Republic of Moldova received the first tranche of the technical grant for food production growth. In April 2001, it was put into use and the 2KR Project for Food Production Growth in the Republic of Moldova was launched. The works are run by the Implementation and Administration Unit for the Increase of Food Production Project created within the Ministry of Agriculture and Food Industry of the Republic of Moldova.

(jpg, 30.0 KB) The grant includes new agricultural machinery (combine harvesters equipped with croppers for harvesting crops, tractors equipped with reversible plows for plowing and other necessary machinery), aiming at improving technological harvesting operations, qualitative plowing and reduction of fuel consumption. The first tranche was used to purchase and import to Moldova 21 SR 2075 TS combine harvesters (SAMPO, Finland) with a 185-horse engine, 42 MF 4270 tractors (MASSEY FERGUSON, Great Britain) with a 110-horse engine equipped with MF715 reversible plows with four plow bases and one set of spare parts for each machinery.

(jpg, 27.5 KB) According to the mentioned note, the grant is provided on the basis of certain strict conditions set by the Japanese party. All the financial assets coming from operations with the agricultural machinery by the selected beneficiaries shall be collected and deposited in a special bank account – 2KR Partnership Fund for 4 years from the date of signing the Exchange Note and used later, with the consent of the Japanese Government, to develop the agriculture and grow food products in the Republic of Moldova. Carrying out its activity, the Implementation and Administration Unit for the Increase of Food Production Project has followed the procedure and conditions of using the machinery established by the parties. At the first session of the Mixed Consultative Board for 2KR Technical Assistance on the examination of the results of the grant use held on January 22, 2002 in Chisinau with the participation of Mr. Kaoru Shimmyo, (jpg, 27.5 KB) Deputy Secretary of the Japanese Embassy in the Republic of Moldova, it was mentioned that the Republic of Moldova is among the first countries benefiting from technical assistance within the 2KR program that follows the established conditions and procedure of use. On December 10, 2001, the Governments of Japan and of the Republic of Moldova signed the second Exchange Note, by which Moldova received the second tranche.

Within the same tranche, in 2002, Moldova received 23 more combine harvesters of the same model, 21 Legend 115 techno tractors (LANDINI, Italia) with a 110-horse engine, 21 EVQ14 reversible plows with four plow (jpg, 30.0 KB) bases and one set of spare parts for each type of machinery. In order to avoid the devaluation of the financial assets collected and deposited in the 2KR Partnership Fund, in 2001, the Moldovan party, with the consent of the Japanese Government, reinvested them until the expiry of the 4-year limit in 80-horse engine tractors (MTZ-82) requested by agricultural producers. These assets were used to purchase and import 151 Belarus-82 (MTZ-82) tractors in 2002. On November 28, 2002, the second meeting of the Mixed Consultative Board for 2KR Technical Assistance was held to examine the results of the implementation of the Increase of Food Production Project. Within the discussions, it was mentioned once again that the Moldovan party complied with the conditions and procedure of use established by both parties.

(jpg, 30.0 KB) The successful use of the first two tranches created the premises for the Japanese party to continue providing this assistance and sign a new Exchange Note on September 5, 2002 on giving the Republic of Moldova the third tranche. Within the third tranche, in July 2003, Moldova received 32 combine harvesters of the same model, “SAMPO”, for cereals harvesting. Following the procedure and conditions of using 2KR Partnership Fund assets, in 2003, 214 more Belarus-82 (MTZ-82) tractors were purchased and imported in Moldova. Until now, Moldova received 567 units of agricultural machinery within the grant and the 2KR Partnership Fund. This machinery, on the basis of contests organized by the Implementation and Administration Unit is used by the selected beneficiaries – agricultural producers (joint-stock companies, limited liability companies, agricultural production cooperatives, business cooperatives, farms, individual enterprises, and other economic entities) throughout the entire country at accessible prices and under favorable conditions. Machinery servicing, spare parts supply within the redemption period, as well as fixing within the exploitation period is carried out by “Agrofermotech” SRL company – the official dealer in Moldova authorized by the manufacturing firms. The grant provided to Moldova within the 2KR Program allows achieving the objectives on the reestablishment of the technical production potential and sustainable agriculture development, increase of the production volume, improvement of the agricultural products quality, ensuring food safety for the population and export promotion.
